The Franklin County Regional Emergency Planning Committee is offering the third series in their Elected Officials Training and Exercise Series. The series is made up of three seminars and culminates with a tabletop exercise. The exercise scenario will involve a flood event occurring on the Deerfield River and affecting Charlemont, Buckland, Shelburne, Conway, and Deerfield. The five towns’ emergency operations centers are open and must coordinate their response and information disseminated to the public.

The Documentation and Paperwork/Introduction to Tabletop Exercise seminar covers a range of topics. Representatives from MEMA and FEMA will teach participants what it means to declare a state of emergency and how one would go about doing so. They will also discuss what documentation during and after a disaster is necessary to provide a complete project worksheet for FEMA public assistance. Workshop instructors will then give an overview of FEMA’s public assistance program, as well as other forms of assistance such as that available through the Massachusetts Department of Transportation, MA Department of Housing and Community Development, and the Natural Resources Conservation Program. Proper documentation of donations and volunteer labor will also be discussed. The MA Department of Revenue will provide guidance on financial regulations, such as emergency borrowing, and the FRCOG’s certified procurement officer will cover emergency procurement procedures. A representative from the Division of Open Government will speak briefly about how Open Meeting Law pertains to calling emergency meetings of public boards. The seminar will then transition into an overview of how tabletop exercises are conducted and will give attendees some familiarity with what to expect during the January Tabletop Exercise.

The Franklin County Regional Emergency Planning Committee tops off its Elected Officials Training and Exercise Series with this Tabletop Exercise. This exercise will give elected officials and administrators an opportunity to practice the skills they learned in the seminar series. The scenario will involve a flood event occurring on the Deerfield River affecting Charlemont, Buckland, Shelburne, Conway, and Deerfield. The five towns’ emergency operations centers are open and must coordinate their response and information disseminated to the public. Following the event, towns will have to determine what documentation is necessary and determine what types of public assistance they may be eligible to receive.

The Public Information Officer seminar examines the role the select board chair – or others – have as a public information officer. Retired Shelburne Fire Chief and current public information officer for the Northwestern Massachusetts Incident Management Team, Terry Dun, will teach EMI’s course entitled “Public Information Officer Awareness Training.” This course is intended to provide an orientation to the public information function and the role of the public information officer in the public safety/emergency management environment. Additionally, Chief Dun will speak about the coordination between public information officers when there is a multi-jurisdictional event.

Well-prepared town leaders can make an enormous difference in the outcome for the town after a disaster. With that in mind, the Franklin County Regional Emergency Planning Committee is offering the Elected Officials Training and Exercise Series. The series is made up of three seminars and culminates with a tabletop exercise. The exercise scenario will involve a flood event occurring on the Deerfield River and affecting Charlemont, Buckland, Shelburne, Conway, and Deerfield. The five towns’ emergency operations centers are open and must coordinate their response and information disseminated to the public.

Basic Incident Command System and Emergency Operations Center is the first of the three Elected Officials seminars. In this seminar, Shelburne Fire Chief John Taylor will teach FEMA Emergency Management Institute’s “Incident Command System (ICS) Overview for Executives/Senior Officials” course. Following the course, there will be  discussion of what goes on in an emergency operations center during a disaster and what role elected officials may play in an EOC. Butch Garrity from Shelburne Control Dispatch Center will also offer a brief summary of the role Dispatch plays as a coordination center for mutual aid, mass casualty responses, and public health emergencies.

Elected Officials Training and Exercise Series:

Sunderland, MA Fire Department

8:30 am to 4:30 pm

EMS Response to the Active Shooter is sponsored by the Sunderland Fire Department and will be taught by STS Consulting – EMS Tactical Training. Participants will learn how to be aware of a potential active shooter incident and how to respond to an active shooter in progress. After classroom/lecture time, participants will head into stations and will perform the skills learned from the classroom time. Some of the topics covered include:

  • History of the active shooter
  • Lessons learned
  • Pre-planning
  • Static vs. dynamic medical teams

Basic Disaster Ministry is an introduction for all people interested in the unique and important role the faith community plays in disaster mitigation, preparedness, and response in the United States. Participants learn about disasters, traditional responses to a disaster and how the faith-based response is different, how to prepare for a disaster, and ways to get involved after disaster strikes.
